Register with SCHIEx
Registration is a two-step process and only South Carolina Medicaid providers may request access to SCHIEx at this time.
SCHIEx is for TREATMENT PURPOSES only, and only Site Administrators are able to register through the website - www.schiex.org
Site Administrator's Role and Responsibility
A Site Administrator's primary duty is to create and manage individual user accounts and ensure only appropriate office staff have access to SCHIEx. This individual should:
- Be familiar with office staff
- Understand the need to protect the privacy of Protected Health Information as required by the Health Insurance Portability and Accountability Act of 1996 (HIPAA)
- Be authorized by management to serve as a liaison to the SCHIEx project
- Be willing to review and manage access to SCHIEx by your office staff
- Have some familiarity with web-based applications
Serving as a Site Administrator requires authorization by a Medical Director or senior physician, known during the registration process as the Approving Authority. The Approving Authority will be required to supply confidential information to confirm identity before final approval is granted to any Site Administrator.
Once approved, the Site Administrator will assume the responsibility of creating and managing (assigning roles, deactivating, etc.) of all site-specific users (clinical and clerical). A demonstration will be forwarded to all approved Site Administrators illustrating the account creation, management process.
Compliance and Audit
I n an effort to prevent inappropriate access to an individual's Protected Health Information (PHI), every action within SCHIEx is date and time stamped by individual user ID, creating an audit trail. Violation of HIPAA, or other federal or state laws, or failure to abide by the terms outlined in the User License Agreement, as outlined on the 'Account Request Form' will result in revocation of access to SCHIEx. Furthermore, the US DHHS may impose civil money penalties up to $25,000 per year for violations of the privacy rule requirements, and criminal penalties may be imposed for intentionally obtaining and disclosing PHI, ranging from $50,000 to $250,000 in fines and up to ten years imprisonment.
While SCDHHS will monitor activity of all users, it is the responsibility of Site Administrators to make sure only appropriate office staff have access, and as the end user, Site Administrator, and location will be held accountable in the event a violation occurs.
